As both a phoTographer and a cop, I see this behavior all the time. It goes beyond documentation as a matter of course. We refer to news photographers and videographers as "vultures" for a reason. Worse, it isn't uncommon for photos and videos to be shot or edited in such a way as to advance a particular narrative rather than simple truth.
